If you have the skill set to host your website on a server and work with HTML code, you could. If you need a Wix or WordPress type interface, then no. For Wix or WordPress, you should build it yourself and then maintain yourself. If you plan to blog, a CMS is often a better fit. Or if your time is worth less than the $600/year maintenance cost then build and maintain it yourself. But you'll need to work hard to reach Google PSI scores of 90 to 100.
